In preparation for the COVID-19 vaccination, Cavite Provincial Health Office (PHO) conducted a vaccination simulation to assess its preparation and readiness for the actual activity. The mock exercise was held on February 18, 2021 at the Women’s Health and Wellness Center, General Emilio Aguinaldo Memorial Hospital (GEAHM) Compound in Trece Martires City which was one of the five identified COVID-19 vaccination sites of the province for its frontline health workers.

Dr. Nonie John Dalisay, Officer-in-Charge of the PHO supervised the entire exercise together with Dr. Romula Lua, chief of hospitals, with the assistance of other officers of the department. Doctors, nurses and medical professionals from GEAMH participated in the simulation exercise.

Possible real-life scenarios were reenacted during the simulation ranging from lack of documentary requirements like identification card, cases of co-morbidities among vaccinees, and minor adverse reaction during post-vaccination monitoring.

Observers were also present during the simulation to document the entire process and the activities taking place at the different stages of the process. Starting from the waiting area, candidates for vaccination will be called to the Registration area to check all the necessary requirements. They will then proceed to the Pre-vaccination, Counselling and Final Consent area where they will be provided with the necessary information regarding COVID-19 and the vaccination which is crucial in giving the final consent.

The next step is done at the Screening area manned by resident doctors of GEAMH who evaluate if patients are qualified for vaccination or not. A coding system was applied during the screening using the colors green for go, yellow for vaccinees that may require further attention giving medical staff a heads up to stay on guard and red for candidates that did not qualify for vaccination due to certain medical conditions.

Qualified patients will then proceed to the next stage which is the actual vaccine administration at the Vaccination area. After which, vaccinees will stay at the Post-vaccination, monitoring, surveillance and reporting area where they will be observed for any reaction that may warrant medical attention.

A team from the Department of Health headed by Dr. Monica Jennifer Victorino were among the observers together with representatives from General Trias Doctors Medical Center, Gentri Medical Center and Hospital Inc., Tanza Specialist Medical Center, Cavite-PNP, ARESCOM and members of the Emergency Operations Center Response Clusters of the Provincial Government of Cavite headed by Provincial Administrator Alvin S. Mojica.

After the mock vaccination, a post-simulation assessment was held where the core officers of the PHO together with the team from DOH discussed what transpired during the activity, the observations and the necessary adjustments that can be made to further improve the conduct of the vaccination taking into consideration other possibilities that may occur in the actual program.
